Flavia is a public policy evaluation expert, professor of Law and Economics (IDP-DF and ILB) and researcher. She was the founding president of the Brazilian Law and Economics Assiciation (ABDE) in 2007 and President (2007, 2012-14) and Board Member of the Latin American and Iberian Law and Economics Association (ALACDE).  She was a partner at the lawfirm Dandrea Vera Advogados; a Public Mediator in the CEJUSC Civic Courts in Brasília and the state of Goiás; and held a tenured position as a Legislative Analyst at the Federal Senate in Brazil (1985-2017). Was a Visiting Scholar at Columbia University (2019); University of Hamburg, Germany (2009), International Centre for Economic Research in Turin, Italy (2008) and Brandeis University (2019-2022); a Certificate of J.S.D. (Juris Scientiae Doctor) at the University of California at Berkeley, LL.M (Master of Laws) at the University of California at Berkeley, Law School (J.D.) at the University of Brasília (UnB) in Brazil; M.A., in Governmental Budgeting at (FGV-RJ), Brazil and B.A., Economics at the University of Brasília (UnB) in Brazil.
